I worked with Neeser Construction, Inc. (NCI) over a peiod of almost three years during the design,construction and start-up of the State of Alaska’s replacement of its only public psychiatric hospital (2002-2005). At the time, I was employed by the Alaska Department of Transportation & Public Facilities and served as the State’s Project Manager. NCI was selected via a competitive Best-Value selection process to be the prime Design-Build Contractor. George Tuckness was the Project Manager for NCI.

I characterize the execution of the project as extremely successful. My experience with the entire NCI team was very favorable. The team of designers and builders worked together in a positive manner, always motivated towards achieving the Owner’s complete satisfaction. The team was always cognizant of the various codes and standards governing hospital design and construction. Change Orders were minimal and were priced fairly. The project was completed ahead of schedule and under budget. There were no claims or disputes unresolved at the staff level. I.e., no issues were raised to the level of a Contracting Officer Decision.
